Having entered the last month of 2023, IRCC is still quiet on the imminent relocation matters. The Canadian relocation division has often been condemned for an absence of communication concerning the forthcoming modifications and usually delayed statements to protect the channels.
Hence, the division has been waning behind more than ever on imminent relocation matters and for failing to perform the flagship permanent residency rounds of request through the Express Entry structure. In this article, we summarize six ongoing problems that Canadian immigration candidates are experiencing and the expected new modifications to be notified by the end of 2023.
Absence of Express Entry Draws Since 26th October
Canada often notifies Express Entry draws on a twice-a-week basis. Periodically, they would miss out on a draw; however, it has been five weeks, and there have yet to be any rounds of requests. Initially, a technical problem affected the profile developer, which was anticipated to be the motive for the lack of twice-a-week draws. Still, on 16th November, it was formally stated that the glitch had been settled.
Hence, the immigration division tweeted that the problem with the profile developer proceeded on 28th November 2023. The lack of Express Entry rounds of requests has developed tension among the applicants who have enthusiastic profiles and are waiting for the next round of requests. The Comprehensive Ranking System cut-off is anticipated to rise to its highest level if there is no large draw in the forthcoming weeks.
New English Language Skills Test for Immigration and Citizenship
In February and May 2023, the division verified that they anticipate beginning to approve PTE Core English Skills exams in late 2023 for Canadian relocation and citizenship requests. We acknowledge it cannot be later in 2023 as we have gone into the last month of 2023; however, there has yet to be any notification on the impacting date for inclusion of this new English exam for Canadian PR programs other than the late quarter of 2023.
The divisions did not share the PTE points equivalent to the CLB levels. IELTS and CELPIP are the two assigned English exams accepted for Canadian relocation.
The New IRCC Customer Experience Platform
The Global Case Management System, the present IT processing forum, was initially developed two decades ago on the grounds of procedures discharges originally meant for paper requests. An agreement for a new client experience platform that will change how customers engage with the division online was granted on 14th July 2023.

This new client experience was anticipated to start taking out to a subset of customers by the end of 2023 and finally offer all customers a window for relocation plans and benefits. Based on the 23rd November update, “transformation is underway,” yet there is little description of relocation consultations, attorneys, and candidates as to what to anticipate going forward.
No Update on PGWP Extension 2024
The Canadian relocation division has been giving post-graduation work permit prolongation to foreign graduates in Canada since the COVID-19 pandemic. After concluding their study in Canada, a post-graduation work permit is provided just once in the lifetime of an international student.
Hence, it has been prolonged for existing post-graduate work permit holders three times now due to restricted PR possibilities and to assist Canadian employers in entering the workforce. Foreign graduates on Post-Graduation Work Permits are still determining whether they will receive another prolongment for 2024. There is still no formal communication from the minister for immigration or the division on whether they will offer another prolongment.
There is No Update on Full-Time Work Policy for Foreign Students
International students and an advocacy institution are triggering the Canadian administration not to put back the 20-hour weekly restriction on full-time jobs. The existing provisional plans that permit international students to operate full-time will be staged out on 31st December 2023.
Thousands of students in Canada are waiting for a conclusion on the 20-hour-per-week operation restriction. There is no update from Immigration, Refugee, and Citizenship Canada other than the division’s spokesperson saying, “The plan is presently under checks, and conclusions to prolong or enlarge will be notified generally.
Express Entry Category-Based Choices Standard For 2024
Immigration, Refugee, and Citizenship Canada has yet to make 2023-2024 consultations available for specifying Express Entry classifications via category-based choices 2024. 2022/2023 consultations were available between 29th November 2022 and 16th January 2023.
A site page with general details on improvement was made, which connected to an online questionnaire. Using the previous year’s consultations opening between November 2022 and January 2023, Immigration, Refugee, and Citizenship Canada was finally able to notify real category-based choice measures on 31st May 2023.
The initial category-based round of requests was declared on 28th June 2023. Therefore, this is also going above the due date for Immigration, Refugee, and Citizenship Canada if they would choose to observe the same consultation procedures in specifying the new classifications or even maintaining the same classifications.
